Create a standardized framework for organizing pkgs/<TARGET>/default.nix files for use with commands such as flox build <TARGET>.

These "proof of concept" changes need not merge to main for this investigation to be complete.

lets not set 21 point estimates for tickets. lets not estimate spikes as they aren't delivering features. lets do planning first before creating public repo issues. thanks!!
