Periodic Task not working in killed state

I want to parodically call the workmanager to sync the data on server. It is working fine when app is in foreground and background.
But when I killed the app from tasks. It is not working. But In native android code in same scenario, periodic workmanager is working.

It works in killed state when isInDebugMode: true but when it's disabled it stops working. How to fix this?
