validators.URL considers alphanumeric addresses without TLD to be invalid #88

When using require_tld=False with no TLD, the address is only considered valid if it matches the criteria for a TLD (no numbers allowed) rather than the criteria for a domain.

Example (considered invalid):

URL(require_tld=False).to_python('http://server01')

Example (valid):

URL(require_tld=False).to_python('http://server')

Both should be valid, shouldn't they?
