CfP save as draft should not require mandatory questions to be filled. #63

Problem and impact

when filling in a CfP, saving it as draft should always be possible, even if mandatory questions have not been answered yet.

currently, when "save as draft" is clicked on a view that has a mandatory question without answer, then saving is not possible. however, switching to a view where there is no such question, allows saving as draft, despite the mandatory question on the other view still being empty.

Expected behaviour

saving as draft should always be possible. no validation of the answers should be made.

Steps to reproduce

  1. create a CfP with mandatory questions
  2. fill out the CfP, but leave a mandatory question empty
  3. try to save as draft and get prompted to fill the mandatory question
  4. leave the question empty, switch to a different view, fill any mandatory questions here
  5. save as draft successfully, despite mandatory questions on other view being left empty
