Create an event form and template.

WARNING: This is an issue for the new version v3 of the eventyay backend api, make sure you are working with the dev-v3 branch, and that your PRs target that specific branch.

There should be a form to allow us to create an event on the API. Create the form and corresponding template.

You can have a look at the database schema to figure what information an event needs. Probably the best guide right now is the create event form in the actual version of eventyay.
