File size exceeded the maximum allowed size of 25 MB

Description of the issue

When I upload the file in the Serial and Batch Bundle, it throws the error,
"File too big
File size exceeded the maximum allowed size of 25 MB"

The upload file size is 100KB.

In the System Settings, in Max File Size (MB), I update 100, then it throws an error like
"File too big
File size exceeded the maximum allowed size of 100 MB"
in Serial and Batch Bundle.

Are both things linked?
When I did not update anything in that field, that time it was working properly. But when I updated the value in the field from that time I got the error, if I remove the value then also the error continues.
