Describe the feature you'd like

It would be nice to have a way to enforce our PR titles to follow the conventional commits spec
.

This would help us avoid mistakes when merging a PR that ends up not triggering a new release of the library (since the merge commits' messages default to the PR title).

We can try the semantic-pull-request action, it seems to be made for this job specifically
