I've opened up some new cards/issues to address @pvdz's feedback in the Gatsby Recipes project. So think this addresses everything critical, and will begin cleaning up the code and improving error handling in small batched PRs this week.

Starting in version 1.6.16, the makeShortcode function is only added to compiled MDX when it is needed. This caused the gatsby-plugin-mdx snapshots to fall out of date. MDX is no bumped to 1.6.16 with the snapshots updated. Related: - gatsbyjs/gatsby#24595 (comment) - mdx-js/mdx#1088

This changes the CLI to expose a single, one shot "plan" mode and an "install". It also features a
--developmode which can be used when developing a Recipe, it will hot reload the plan as changes are made.This features a lot of internal changes to the renderer, which opens up the doors for more powerful resource interlinking, local variables, and inputs. Official support for these will come in a later PR.
