Preliminary Checks

Summary

At https://www.gatsbyjs.com/starters/, the first starter under "Headless CMS" is a broken link: https://www.gatsbyjs.com/starters/decaporg/gatsby-starter-netlify-cms/

Steps to Resolve this Issue

Feel free to move this to the proper repo. I couldn't figure out which one that is after reading https://www.gatsbyjs.com/contributing/, and the themes repo seems forgotten.
