Difference between two programs with the same meaning but different outputs

Hi,

I have a function in WGPU that looks like the following:

fn foo() -> Data{
  loop{
      if(global_condition()){
          break;
      }
      if(other_global_condition()){
          return DEFAULT_DATA;
      }
  }
  return getData();
}

but even though the above code has the same meaning as

fn bar() -> Data{
  loop{
      if(global_condition()){
          return getData();
      }
      if(other_global_condition()){
          return DEFAULT_DATA;
      }
  }
  return DEFAULT_DATA;
}

the above code produces a different result. What is the difference in control flow that causes the outputs to be different?
