Locally, create directories 'gh-pages', 'wheelhouse', and 'wheels'.  For the
first two, clone the git repo and checkout the branch of that name in that 
directory.

Run './build.sh' (or './rebuild.sh') and './test_via_docker.py' to ensure
everything builds and passes.

To push new wheels to github:

    cd wheelhouse
    git add *.whl
    git commit -a  # or add --amend to keep repo history smaller
    git push

    cd ../gh-pages
    git commit -a   # should add index.html
    git push

Since we use checksums in the links on the gh-pages index, downloads will 
likely fail when only one of the two branches is updated.
