Bundle support for air-gap sync

Request for bundle support with LFS. The previous request (#1755) was made in 2016 and closed as completed even though it wasn't.

Several people have commented on that old issue expressing a need and I know of multiple use cases within my company where LFS support to synchronize to air gapped networks is needed and would solve a lot of problems.

Hey,

I think we can add support for a bundle format. I'll note that it will require a separate file from the Git bundle, since Git doesn't support embedding LFS files in its bundle format, but otherwise I don't see any impediments to implementing it.

I'll mark this as an enhancement.
