The event is currently sent when you mark a discussion on a pull request review as resolved, or unresolved.

The title is mentioning the pull_request_review_comment but is talking about pull_request_review_thread event. The latter event is still not documented at https://docs.github.com/en/developers/webhooks-and-events/webhooks/webhook-events-and-payloads. 🤔
