Decoding push-options and push-cert in update-request #1038

I would like to have full support in decoding update request as per https://git-scm.com/docs/pack-protocol#_pushing_data_to_a_server

In reagards to push-options I have created a pull request: #968

In regards to push-cert I have a rough implementation here: https://github.com/thegrumpylion/go-git/tree/decode-push-cert-update-request

Is this something you are interested in adding to this library? If yes, please help me structure the code in the proper way to file a pull request.
