3.4 branch isn't building properly #5356

The 3.4 branch is currently failing to build and I'm not exactly sure why. #5344 was cherry picked and the docs built without issue. Then #5351 was cherry picked and it stopped working, but that PR doesn't seem to be related at all to the build error since it fixed a spelling mistake. And now my 3.4 branch PR is having the same build error.

It's not giving me anything to go off of which is why I'm making this issue. It looks like something changed between the 25th and the 29th but I don't know what.
