I'm not a big go user, though I wanted to build an app that uses the url github.com/google/go-github/v30/github and the result for that page is now not found. Can anyone explain this phenomenon?

GO111MODULE=on go get -u github.com/rhysd/notes-cli as a simple user I do not understand what modules are, or why it's important to me installing the application, causing this failure.

Already a problem that is discussed in golang/go#30515 closing as a result.
