Old version of the Rust library on crates.io #556

The version on the Rust package repository crates.io is from 2018: https://crates.io/crates/open-location-code

It would be good to publish a newer version once #555 lands

Someone will need to take over that package and push a new version.

The package is owned by @JamesFysh so the easiest thing would be for them to transfer ownership. Rust packages ownership is based on GitHub accounts / teams, so you wouldn't have to create a new account for it.
