Documentation and links out of date?

From the front page of this repo, I can find 2 links to the documentation:

• http://packages.python.org/watchdog/ from the Github about section
• https://python-watchdog.readthedocs.io/ in the README under the Documentation header

The first link appears to have last been updated for 0.8.2. The second link appears to only have v0.10.7 or stable, which corresponds to 2.1.5.

So I don't find anything with documentation for v3. I went looking for anything on EventDebouncer in an Obersver and found not only nothing, but some old looking links.
