add debconf-templates cookbook

I completed deb package in our project so I could wrap this up.
Change inside www/docs/customization/nfpm.md is to match nfpm docs.

Not sure how to fix this fails, it looks like its trying to fetch file from master branch, but this is not still merged.
Possible I got it wrong.
