We need to support ResourceGroups. Setup the service and models for this.

  • Pull stub code from PR 12.

  • Create service directory
  • Create handler
  • Create README
  • Add service to cerulean.go
  • Integrate with the data store
  • Add documentation to the top of /internal/services/README.md saying to start creating a new service by adding data store handlers first
