Implement monitor that compares current (RAVs from all allocations +unaggregated receipts) against the escrow value for a given sender

  • Take into account the thawing process
  • Block sender if unredeemed fees go over Escrow [FAILURE]
  • Resume collaboration after unredeemed fees go over Escrow: Escrow increase [RECOVERY]
