Summary

Update the dependency on css-loader to include versions 5 and newer, allowing for the use of postcss 8 as well as 7.

Motivation

TailwindCSS 2 expects PostCSS 8. While it does work with PostCSS 7, the Tailwind JIT does not and this will be the default for Tailwind 3.
