Restore swagger module

Recent versions of swagger require major changes, and old versions of swagger do not work with jakarta.*. I need to get a modernized gwizard out now, so I've temporarily deleted the swagger module from the project.

This is the commit, which can be reverted: f039b1a

If someone is willing to bang it back into shape, I'll restore the module. Alternatively, maybe this is something that should be maintained in a separate repo and linked from our documentation? Open for discussion.
