有2种方式实现：

放witness_node实现，统计每个智能合约、每个帐户占用的RAM情况，并提供DB API提供查询。(不建议)
使用create_snapshot DB API定期dump出内存快照，然后反序列化智能合约的持久化存储表，统计每个合约、每个帐户占用的RAM情况。(推荐)
