We do sometimes hit case 3 here (https://github.com/haskell/lsp/blob/master/lsp/src/Language/LSP/Server/Processing.hs#L589) in HLS, and it results in some log spam as we update the config repeatedly. Would be nice to avoid, but still not a big deal.
