Atoms handling

There is open question about supporting atoms in the encoded messages. The obvious advantages are that it allows for booleans and provide broader support in many languages. The main disadvantages are that it allows DoSing systems that do not GC the atoms/keywords and that it increases complexity of the format (we need to add support for atom tables).

So there is an open question to the (narrow) community - support them at the expense of the complexity and potential DoS dangers, or just disallow them in the ERNIE encoding.
