Browser refresh required after creating new parent locations

What is the issue you are experiencing?

How can the maintainer reproduce the issue?

-> Create a new parent location
-> Without refreshing the browser, try to create a child location to that parent location
-> The new parent location won't populate in the dropdown until you refresh the browser
