Fix flux_led turn on when brightness is zero on newer devices #64129

Proposed change

The older devices can have a brightness of 0 and still be in an on state. The newer
devices will turn off with a brightness of 0.

We now prevent the device from getting into this state since it won't be able
to be turned back on once it happens.
