feat: create a chain command proxy for the CLI using autocli

Now we can create a proxy for the chain commands inside the CLI using autoCLI.

For instance, if we scaffold a mars chain, and we are in the mars chain folder, we can quickly run ignite mars tx bank send....

Another suggestion is we add the possibility to the user add new chain commands like a new plugin: ignite chain add mars <FOLDER>
