Complete Sovereign's IBC module implementation

Background

We have made significant progress on implementing the Sovereign IBC module, with most of its functionality already in place and maintained within the sov-ibc and sov-ibc-transfer crates. However, there are remaining details and tests that need attention to bring the IBC module to full completion. This issue serves as a tracking ticket to address these remaining tasks and ensure the IBC module is fully functional. Additionally, we acknowledge that there may be room for further improvements in our implementation, which can be explored once the IBC module is fully operational.
