Project ownership/future

Currently I think the only work being done is by the Equilibrium folks, whilst the current maintainers/owners are not actively involved anymore.

@kincaidoneil has been reviewing the code and helping out but I want us to more formally work out the ownership/custodianship going forward.

@sentientwaffle @emschwartz @gakonst do you guys have any input?

I haven't been working on it for a while so I'm happy to transfer ownership to those that are

If someone wants to give me a crash course to the layout of the repo, I would love to get involved.

@Shaun-Regenbaum if you are still interested, I added a few good-first-issues which include more or less straightforward bug fixing based on discoved examples in #705.
