Add Mechanism to bump the testcontainer versions based on package.json

A mechanism is required to automatically update the TigerBeetle testcontainer and docker-compose Docker images based on the "tigerbeetle-node" version from packages/backend/package.json.

A custom GitHub action or Git Hook are possible options.
