[enhancement] refactor ilp-quoter backend to use ledger units #374

We should one day refactor the ilp-quoter backend to deal with ledger units instead of currency units (so that the remote services deals with not only currencyCode but also currencyScale).

But since this backend is more of an example, this is not so urgent.
