Support passenger login process

When not using the platform API via a request token obtained by the platform API, it would be nice if the Passenger scope would support the "login process as well":

1. Passenger API - Phone Verification Request - Create a new phone verification request
2. Passenger API - Request Token - Create a request token with username and pin code

One could then "claim" a number, receive a SMS with a code and then verify by by creating a request token with the number and the code.
