I've same error (bower version is 1.5.1)

Hmm, what version of bower do you have? I just gave this a try and it install without an issue.

Ahh, alright, updated my bower version to that and got the same thing.
Hmm, not sure what could be causing the issues. Here's the bower changelog

Likes like Bower's PR #1852 broke this because we do a lot of prereleases; I'll issue a non-prerelease version of the mainline, that should resolve this issue.

I updated to 1.5.2 and was able to install ngCordova without any issues; I'll still issue a general release for everyone on 1.5.1; but I'm surprised I didn't get this error in 1.5.2.

Ah, they reverted the behavior in 1.5.2 to be the 'old' behavior, so pre-release branches work again: bower/bower#1896

That's why 1.5.2 works and 1.5.1 doesn't.
