The CI starts to fail recently because we cannot setup python2.7

It seems that setup-python action decided to drop python2.7 supports:
actions/setup-python#672
Probably this is the cause.

Hello @HiroIshida, found your post from the thread of the setup-python issue.
To buy some more time, upgrade setup-python to v2. It will work until 19 June.
