The "Proposed upgrade guidelines" field isn't picked up, which leads to having a part of the notes in the changelog only.

jenkins-infra/jenkins.io@e140222 covers a real-world example, sourced from jenkinsci/jenkins#7827.

It would be helpful if that part is covered too, to require less manual fix ups of the changelog.
