Non-permitted resources appearing for wrong user #1314

If a user is not permitted to see resources, the carousel for resources on the dashboard appears, but says "no resources found". However, if the user clicks "see all" they are taken to the directory where they are able to see resources.

Can we add a rule that says that if a user is not permitted to see resources, they are also not permitted to see the directory or the carousel on the dashboard?
