Description

Looks like stalebot is being deprecated in favor of just using github actions with a crontab instead.

When asked if stalebot still works no comment from maintainers ...

probot/stale#349

Other projects have started to move to the github actions version instead.

This change also makes the management of stale under the committers control, not the Eclipse Foundation (which has to have the stalebot bot activated at the org level)
