Overview of the issue

Versions v18.14.0, v18.14.1, v18.14.2 and v18.15.0 are affected.
v18.13.0 works.

Originally seem at #21247 (comment).
Node bug report nodejs/node#46595 fixed in 19.x.
Pending backport nodejs/node#46314
