Right now, the documentation lives in the docs/ folder as a bunch of markdown files.

It would be great if we could take advantage of GitHub pages and deploy some kind of actual documentation site that will be alittle easier for users to navigate. Especially as prow-github-actions grows, we'll need docs to grow as well.
