Use ChatGPT to welcome new members

After #11 is done, we can add ChatGPT integration. The welcome message will have two parts. One will be written by us and immutable, the same for everyone. Another part will be generated ad hoc by the AI.

We need to figure out a prompt „good enough“ which is able to produce a welcome message for new members. Requirements:

• It uses „tykání“ and is in Czech.
• It produces just a few sentences, 2 or 3. Not a paragraph full of bullshit padding words, we want it to be to the point.
• It makes at least some sense.

We will warn users that the message is generated, somewhere, but it's not a big deal as everyone knows the bot is just a bot and it's not us who sends the messages.

I have more to this issue. If someone is interested in working on it, I can provide more details on how to tackle this.

There won't be much prompt fiddling. I have in mind something quite powerful, which asks the AI questions, but then it's more like flow diagram / finite state machine style if-else fiddling.
