Create multi-release JAR

We should look into expanding the build, so it can generate a multi-release JAR. So far, we have two ideas for features that don't work with Java 11 as baseline:

• an annotation that uses the new address resolution API to redirect requests to a domain to a specific IP address.
• Extend cartesian tests with parameterized record #772

I'll bravely ping @aepfli and @beatngu13 in the hope one of them has an idea how to get this done. 😁
