Fail to download files from the file exploration panel in jupyterlab spawned by jupyterhub

i serve a jupyterhub in the docker.
jupyterhub 1.0.0
jupyterlab 1.0.2

I can download normally by notebook on any browsers including Chrome.
And i can download normally by jupyterlab on Edge and Firefox

But on Chrome, everything is forbiddened to download by right-click --- Download in the jupyterhub. However , it can be downloaded by right-click --- Open in the new tab

Google support for this problem. EH , useless
I dont know how you implement this action. Maybe you should define this action by different ways
according to browsers.

Also , it is so weird that why the .csv file will be downloaded as a .htm
