Reworking services package kernel architecture for 2.0 to clean up warts and problems with the services package in 1.0 and enable us to experiment with treating sessions as first-class things in JupyterLab. Would love a review of the proposed architecture

Can we do a triage on 1.2 labelled issues - there are 72 open right now, so if we are going to move forward with a release, we should all be ok with which of those are included in the release or not.
