switch the default runtime from go version to rust runtime

Which feature do you think can be improved?

We wang to switch the default runtime from go version to rust runtime in kata 4.0, thus
the we can make sure the main development task would be based on rust runtime, and We will continue to maintain the go version of the runtime for almost a year. After one year, we will no longer maintain it and migrate all development work to the rust version.
