Provide collaboration guidelines between scaler maintainers / core maintainers.

As per review doc:

It would also be good to add some guidelines around how Scalar maintainers get replaced (if required), and what the dynamic between Scalar maintainters and core Maintainers is (for example, can a core Maintainer block a PR in a Scalar repo?)
