Is your feature request related to a problem? Please describe.
I would like auto-assign bot to assign reviewers after PR is ready and skipKeywords(e.g. "wip") are removed.

Describe the solution you'd like
Hooks events that PR title is changed and if skipKeywords are removed, do auto-assign.
