Automatically publish the operator to https://github.com/k8s-operatorhub/community-operators and https://github.com/redhat-openshift-ecosystem/community-operators-prod.

Can be possibly done as part of #10436.

Here we have POC for storing the kubernetes resources and generating the OLM bundle based on tags:
