How to add shortcut keys on windows?

I need to clear the screen, but right now I need to press Ctrl+L first and then Ctrl+Shift+L, which is very inconvenient. I also don't want to right-click the mouse to select 'Clear All'.

I have two questions:
The first one is how to add a shortcut key for 'Clear All'? How should the action be written?
The second question is, in which file should I add the definition of the shortcut key? I use Windows, and I hope to avoid modifying global/wind.keymaps.
